US ‘gravely concerned’ by escalating violence in Ethiopia ahead of envoy’s visit

The United States is “gravely concerned” about escalating violence in Ethiopia and the expansion of hostilities and has repeated on Wednesday its call to all parties in the conflict to stop military operations and begin ceasefire talks.

Ethiopia declared a state of emergency on Tuesday with forces from the northern region of Tigray threatening to advance on the capital Addis Ababa.

Speaking at a press briefing, State Department spokesperson Ned Price said US Special Envoy for the Horn of Africa Jeffrey Feltman, who is heading to Ethiopia on Thursday, will have a chance to discuss the situation with Ethiopian government.

Feltman was heading to Ethiopia amid an escalation in the conflict in Africa’s second most populous country that has killed thousands of people, forced more than two million from their homes, and left 400 000 people in Tigray facing famine.

“We are gravely concerned by the escalating violence, by the expansion of fighting that we’ve seen in northern Ethiopia and in regions throughout the country,” Price said.

“Continued fighting only prolongs the humanitarian crisis that is afflicting far too many people in Ethiopia today,” Price said, adding that the Washington was talking to other nations, the United Nations and the African Union to address the crisis.

“All parties must stop military operations and begin ceasefire negotiations without precondition,” he said.

Ethiopian Prime Minister Abiy Ahmed in a speech on Wednesday pledged to bury his government’s enemies “with our blood” as he marked the start of the war in the Tigray region one year ago.

US President Joe Biden on Tuesday said he would strip Ethiopia of duty-free access to the United States over alleged human rights abuses in Tigray, which the Ethiopian government has said it will investigate.

Springboks aiming to end EIGHT-YEAR Wales drought – Jesse Kriel

South Africa’s Jesse Kriel says the world champion Springboks have set their sights on finally ending a barren run in Cardiff when they face Wales on Saturday, 6 November.

Kick-off is at 19:30 SA time.

EXPLAINER | HOW THE SPRINGBOKS CAN REGAIN THE NO 1 RANKING ON SATURDAY

Kriel will feature for the Springboks this weekend in a team showing just three changes from the side that beat New Zealand last month.

But Wales have won their last home four games against South Africa, giving them an eight-year unbeaten run when the Springboks visit Cardiff.

Kriel played in the 2017 and 2018 encounters but he is hopeful it will be a different story this time.

RIP | FORMER SPRINGBOK AND BLUE BULLS NO 8 DIES

“They were both close Tests, and we obviously know – it was a different Wales coaching staff back then – that they had a very simple game-plan that they executed really well,” he said.

“We just didn’t handle it as well as we should have in those two games, but it is obviously something that we are aware of and it’s something we have worked hard on.

“We have also come a long way as a team.”

Despite being without injured World Cup winners Cheslin Kolbe and Faf de Klerk, South Africa will display enviable strength this weekend.

They field nine of the side that started the 2019 World Cup final against England.

A victory against Wales in their opening Autumn Nations Series match would serve as the perfect start ahead of clashes with Scotland and England.

“It’s great to have the whole squad together and keep the continuity,” said 27-year-old Kriel.

“Everyone is very excited about it. It’s not going to be easy. It will be a massive Test match.”

Six Nations champions Wales will host reigning Rugby World Cup holders South Africa in Cardiff on Saturday, 6 November.

Kick-off is at 19:30 SA time.

It took the Wales 93 years – from 1906 to 1999 – to register their first win over the Springboks.

However, their record since then is far more impressive, winning five of the last seven Tests between the two countries.

Four of those wins came in Cardiff with the fifth coming in Washington DC, while the Springbok victories have been a narrow 19-16 in the 2019 World Cup semi-finals in Yokohama and an equally tight 23-19 win in the 2015 World Cup quarter-finals in London.

760 000 people affected by South Sudan floods: United Nations

Flooding from 6 months of torrential rain in South Sudan has affected 760 000 people, the UN’s emergency-response agency said Wednesday, as it appealed for funds.

Eight out of South Sudan’s 10 states have now been hit by flooding, affecting access to healthcare and other services, the Office for the Coordination of Humanitarian Affairs (OCHA) said in a briefing note.

SUDAN FLOODS DISPLACES

Aid efforts have been disrupted by fighting between rival ethnic groups in the south of the country, and people have sought refuge in neighbouring Uganda.

Rebecca Adut, a 48-year-old mother of six who fled to Jonglei state capital Bor, said the rainfall submerged their crops and life at the displacement camps was tough.

SUDAN FLOODS CAUSE DESPERATION

“We are struggling to feed ourselves. Mosquitoes are biting us and we don’t know when we will return to our place,” she said, desperately begging for help.

In Bentiu, the capital of Unity state, farmer Gatluak Samuel, 37, said they had to abandon all their belongings as the water level rose “little by little until it filled all our area, houses and property”.

CHALLENGES TO SURVIVAL

“There is no place to sleep, cooking is a challenge and life is generally hard,” he said.

“Currently I can go and do some fishing and once I get some fish it is what the children eat,” the father-of-four added.

CLIMATE HARDSHIPS

The United Nations refugee agency UNHCR last month described the floods as the worst seen in some areas since 1962, blaming the downpours on climate change.

Three consecutive years of floods have eroded people’s ability to cope with the devastation, it warned.

FUNDING SHORTFALL

OCHA in September said it had only received 54% of the $1.7 billion it needs to help victims.

“Additional funding, logistic support to transport supplies and support to repair dykes to prevent further flooding, are urgently needed,” it said Wednesday.

Funding shortages have also forced the UN World Food Programme to suspend food aid to more than 100 000 displaced people.

ABSOLUTE POVERTY

Four out of five of South Sudan’s 11 million people live in “absolute poverty,” according to World Bank figures for 2018, and nearly two-thirds of its population suffer from severe hunger.

Since achieving independence from Sudan in 2011, the young nation has been in the throes of a chronic economic and political crisis, and is struggling to recover from the aftermath of a five-year civil war that left nearly 400 000 people dead.

Although a 2018 ceasefire and power-sharing deal between President Salva Kiir and his deputy Riek Machar still largely holds, little progress has been made in fulfilling its terms.

European Union begins military training against Mozambique insurgency

The European Union on Wednesday launched a military training mission in Mozambique to help local troops fight a jihadist insurgency in its gas-rich north.

More than 3 100 African, European and US soldiers have already been deployed to the southern African country’s Cabo Delgado province to quell unrest.

MOZAMBIQUE COMBATING MILITANTS

Islamic-State linked militants have been wreaking havoc in the area since 2017, raiding villages and towns in violence that has claimed at least 3 340 lives and displaced more than 800 000 people.

The European Union (EU) sent 1 100 soldiers to the country in September and officially kicked off their mission on Wednesday.

MOZAMBIQUE RAPID INTERVENTION

The troops will be in Mozambique for two years to train rapid intervention units.

“This mission will contribute to operations to defend Mozambique,” the head of Mozambique’s armed forces, Joaquim Mangrasse, told reporters in the capital Maputo.

“After finishing the training, we will prepare an operational training plan for the future. The soldiers trained here will be able to go on missions,” he said.

INTERNATIONAL CONCERN

The EU will also be supplying the Mozambican army with non-lethal weapons.

Cabo Delgado’s militants stoked international concern when they attacked the key port town of Palma in March, killing dozens as thousands fled into surrounding forest.

TROOPS TO MOZAMBIQUE

The violence forced France’s TotalEnergies to declare force majeure and evacuate staff from a nearby multi-billion-dollar natural gas project.

Rwanda was the first foreign army to send troops to Mozambique, deploying 1 000 in July.

It was followed weeks later by members of the Southern African Development Community (SADC), which extended its mission last month.

South Africa has the largest contingent of around 1 500 troops.

Mozambique’s former coloniser Portugal and the US both sent special forces to train local troops earlier this year.
