UN calls for accountability for human rights violations committed in Tigray

The United Nations Human Rights Chief Michelle Bachelet has called for accountability for violations and abuses committed by all parties to the Tigray conflict in Ethiopia. Her views come after the findings of a joint investigation by the UN and the Ethiopian Human Rights Commission confirmed that all sides committed violations that may amount to war crimes.

The report’s release comes as the United States Tuesday announced three African countries including Ethiopia would soon be terminated from the Africa Growth and Opportunity Act (AGOA) due to actions taken by their governments in violation of the AGOA statute- and a day after the Ethiopian Government declared a state of emergency throughout the country.

The highly anticipated report examining the devastating impact of the conflict on civilians details a series of violations and abuses including unlawful killings, extrajudicial executions, sexual and gender-based violence, and the forced displacement of civilians among others.

“We have reasonable grounds to believe that during this period, all parties to the Tigray conflict have committed violations of international human rights, humanitarian and refugee law. Some of these may amount to war crimes and crimes against humanity. Civilians in Tigray have been subjected to brutal violence and suffering. The Joint Investigation Team uncovered numerous violations and abuses, including unlawful killings and extra-judicial executions, torture, sexual and gender-based violence, violations against refugees, and forced displacement of civilians,” says UN High Commissioner for Human Rights Michelle Bachelet.

The report covers the period from early November 2020, when the armed conflict began between the Ethiopian National Defence Force allied with the Eritrean Defence Force, the Amhara Special Forces, the Amhara Fano and other militias on one side, and the Tigrayan Special Forces, Tigrayan militia and other allied groups on the other – until the end of June this year when the Ethiopian Government declared a unilateral ceasefire.

It found that Ethiopian and Eritrean forces committed the majority of violations documented during the reporting period but officials have since noted an increasing number of allegations of human rights abuses by Tigrayan forces as well as Bachelet explains.

“The family of four killed in Ayder, Mekelle as their house was shelled, reportedly by the Ethiopian National Defence Force, without any apparent military justification. The 26-year-old woman in Adiet was gang-raped by Eritrean Defence Force soldiers in front of her three-year-old daughter. The man in Mai Kadra was attacked with machetes by the Samri Tigrayan youth group, shot in the back, and thrown into a fire. I want to amplify here today what victims and survivors of violations conveyed to our joint investigation team: they want their means of livelihood restored. They want reparations for their destroyed homes and all they have lost. They want to know the truth about what happened to their loved ones, for all sides to acknowledge their role in the suffering they have inflicted on them, and for the perpetrators to be brought to justice.”

The Office of the US Trade Representative this week warned that Ethiopia, along with Mali and Guinea would be terminated from AGOA as of 1 January absent urgent action to meet statutory eligibility criteria which includes the rule of law and political pluralism.

“We could proceed down one path that would inevitably lead to sanctions and other measures, or we go down another path on which we could revitalize the positive, promising bilateral relationship that was expanding to new heights when Prime Minister Abiy took office. The United States wants the latter. We sincerely want to chart a more productive path out of the current crisis. We do not want Ethiopia to lose its AGOA trade benefits or its international assistance. We are prepared to exercise leadership in the international community to energize the support needed for Ethiopia’s recovery from war and to realize the prime minister’s ambitious economic and job creation agenda that remains our desired destination,” says US Special Envoy to the Horn of Africa Ambassador Jeffrey Feltman.

Earlier Wednesday and in a sign that the conflict was far from over, Prime Minister Abiy Ahmed warned they would bury the enemy with their blood and bones and make the glory of Ethiopia rise again.

United Nations repatriates 91 migrants from Libya to Niger

Libyan authorities and the United Nations’ migration agency on Wednesday repatriated 91 migrants to Niger, mainly women and young children, in a rare humanitarian flight.

“Today we facilitated a flight with the International Organization for Migration for the voluntary departure of 91 migrants,” said Lieutenant Colonel Hussein Amin al-Terki, responsible for returns of irregular migrants through Misrata airport.

SECOND MIGRANT REPATRIATION

The flight, only the second since such trips were suspended two years ago, included 60 children, 25 women and 6 men, he told AFP.

The IOM late last month flew 127 Gambians back to their home country in the first flight since the suspension ended.

MIGRANTS RETURNED BY LIBYA

Libya plunged into a decade of violence following the fall and killing of dictator Moamer Kadhafi in a 2011 uprising, and the resulting lawlessness led to a surge in sub-Saharan African migrants using its shores for desperate bids to reach Europe.

Many are intercepted en route by the Libyan coastguard, backed by European states, and returned to Libyan detention centres where they often face brutal conditions.

FORCES AGAINST MIGRANTS

In early October, interior ministry forces carried out a vast wave of arrests targeting irregular migrants in Tripoli, killing one and injuring 15 as well as detaining 5 000, according to the UN.

Several days later, guards at a detention centre in the capital shot dead 6 migrants, the IOM said, as some 2 000 more escaped.

‘PRECARIOUS CONDITIONS’

Several hundred have since been staging a sit-in outside the local office of the UN’s refugee agency UNHCR to demand evacuation from a country they say is unsafe.

Human Rights Watch said Wednesday that more than 2 000 Africans living in “precarious conditions” outside a closed UN facility were “in dire need of shelter, food, and medical treatment”.

HUMANITARIAN CRISIS

“By demolishing migrants’ and asylum seekers’ makeshift shelters, Libyan authorities manufactured a humanitarian crisis, leaving thousands of people fending for themselves in the streets,” said Hanan Salah, the group’s Libya director, in a statement.

“Libya and European states should urgently respond to this rapidly deteriorating situation as people are being exposed to violence and lack … help for basic needs.”

The statement said that “European states, whose support enables Libyan authorities to prevent people from reaching European shores, should scale up humanitarian evacuations.”

Winless in EIGHT games: Are Gavin Hunt’s days numbered at Chippa United?

Chippa United suffered yet another league defeat, this time succumbing to a 1-0 defeat at the hands of Cape Town City on Wednesday.

The game looked to be headed for a goalless draw until Abdul Ajagun struck the winner in the 89th minute to steal all the points for the Citizens.

The result left Chippa United in 14th place with just six points from their opening nine league matches.

And this has certainly put Gavin Hunt under immense pressure, especially given Chippa Mpengesi’s lack of patience when it comes to underperforming coaches.

Since Hunt arrived at the start of the season, Chippa United have won just once in nine games, and the win came in his first game in charge against Sekhukhune United.

The win was followed by a goalless draw against Mamelodi Sundowns – and in total Chippa United have lost five matches and drawn the other three.

And this is a cause for concern, and Hunt could find himself without a job if Chippa United don’t start winning their games.

Hunt was fired for the first in his almost three-decade of coaching by Kaizer Chiefs in May 2021, and he is facing his second sacking in less than six month.

Kaitano Tembo lambasts ‘stupid’ Luke Fleurs for red card

SuperSport United coach Kaitano Tembo has hit out at defender Luke Fleurs for the ‘stupid’ manner in which he was sent off against Royal AM in their DStv Premiership clash on Tuesday.

Matsatsantsa were leading 1-0 thanks to Thamsanqa Gabuza’s 30th-minute strike, but the game turned on its head shortly after half-time.

Post-match Kaitano Tembo expressed unhappiness with the 23-year-old, especially for his petulance in picking up the second yellow.

“I think the game changed when Luke Fleurs got booked [for a second yellow card]. I think it was a stupid thing to do, throwing the ball away knowing that you are on a yellow card.

“For me that is the moment which changed everything and I’m very disappointed in that.”

They will next be in action when they host TS Galaxy on Friday, 5 November at 17:30.

India appoint ‘The Wall’ as new head coach

India’s cricket board named batting legend and former captain Rahul Dravid as head coach on Wednesday, replacing Ravi Shastri who is stepping down at the end of the ongoing T20 World Cup where the team is struggling to reach the semi-finals.

“Rahul has had an illustrious playing career and is one of the greats of the game… I am hopeful that his new stint will take Indian cricket to new heights,” Sourav Ganguly, president of the Board of Control for Cricket in India, said in a statement announcing the appointment.

Dravid, 48, nicknamed “The Wall” or “Mr. Dependable” for his classical style and rock-solid defence, will take charge from the upcoming home series against New Zealand starting later this month.

Before retiring in 2012, Dravid scored 13,288 runs in 164 Tests, second only to the legendary Sachin Tendulkar for India and fourth overall in the world rankings.

Dravid, who in recent years had a successful run as head coach of India A and the under-19s nurturing several young players who are now stars, called his appointment “an absolute honour”.

“Having worked closely with most of the boys either at NCA, U19 and India A setup, I know they have the passion and desire to improve every day,” he said in the statement.

“With two World Cups scheduled to take place in the next two years, it is important to have a seamless transition, and the former India captain is the right man for the job,” said Jay Shah, BCCI honorary secretary.

“I have no doubt that under him, the Indian team will dominate in all formats,” Shah said.

Indian vice-captain Rohit Sharma congratulated the stalwart after the team’s first T20 World Cup win in Abu Dhabi.

“Congratulations to him for coming back in a different capacity in the Indian team,” Sharma said after his team’s 66-run win over Afghanistan which preserved the team’s hopes of making the semi-finals.

“We look forward to working with him. He is a stalwart of Indian cricket and it will be nice working with him in the future.”

Shastri’s departure at the end of the ongoing T20 World Cup – at which India’s hopes of qualifying for the semi-finals are still hanging by a thread – had already been announced following a largely successful four-year tenure.

Under Shastri, a decorated former India all-rounder who took charge in 2017, India had their longest reign at the top of ICC Test rankings at over 42 months – and consistently performed well outside the subcontinent.

India became the first Asian team to win a Test series in Australia (2018-19) and followed it with another series win in 2020-21. This summer they were 2-1 up in England before the series was called off.

Before then India made it to the final of the inaugural World Test Championship in England, but lost to New Zealand who are now ranked number one in the long format.

Appearing to enjoy good relations with captain Virat Kohli, India also performed well in white-ball cricket bilateral series, defeating South Africa, New Zealand, Australia and England.

A new crop of fast bowlers also emerged under Shastri in recent years such as Jasprit Bumrah and Mohammed Shami, reducing India’s traditional heavy reliance on spin.

However, his tenure also stands out for India’s inability to win any major ICC tournaments involving multiple nations, losing in the semi-finals of the 2019 World Cup in England and Wales.
